Neighbor hates my chickens- will she do them harm?

As long as you are zoned agricultural I would get get a couple of hogs to fatten. Be sure to give them plenty of water to make a mud pit with and put the pig sty as close to the line as zoning permits and feed them plenty of foul smelling swill (no pun intended)

Put an hot wire fence on the top of your panel fence when you get it put up so if she puts her hands on your side of the fence to peek over she will be shocked. And also put some around your chicken coop so if a dog or crazy lady comes over to mess with them the chicken will be protected.

The zoning aspect is interesting. Out of city limits (at least where I live) generally you don't have zoning.
For example, I'm in city limits. I would be zoned as R1, except I'm in a PUD (Planned Urban Development if I remember correctly) and those are basically communities with their own guidelines (mine is set by our HOA, which sucks). However, my parents aren't zoned anything because they are out of city limits. They live on acreage, but even if they didn't it wouldn't matter. They can have chickens, horses, cattle, dogs (loud dogs), etc.
Agricultural zoning is two fold, it protects some land from non agricultural uses (so that a city/town has some later and doesn't lose it all) AND it moves ag related stuff away from people that it would annoy - spreading manure, noise complaints, general nuisance suits.

Your city has failed miserably at this, obviously.
I can't remember if Spock and the chickens are on the ag zoned area, but I would put them there (even if it's just toeing the line) because at that point it really is the city's fault. I'd try forcing them to either stand by their zoning, or force them to change it (which, yeah, isn't the outcome you want, but I think you'd still have legal recourse after that because you bought that acreage because of its zoning)

I may have the facts wrong though, I get confused with so many people posting. I know you've said different things as you've learned more about the zoning etc.

In CT, every inch of the state is zoned. The counties are divided into townships or some other similar term and the townships zone every inch. This is a new thing for me as I grew up on unincorporated rural land. Right to Farm should be expanded and government should be shrunk. It is insane that a person can have sufficient land to farm in a clearly non-urban setting and be restricted on those rights. It is insane that someone who is a continual antagonist in disputes and those actions are protected even when clearly harassing and damaging. As reason is abandoned, so is civility. As we cannot affect the immediate, we should champion the use of reason in future rules and endeavors. Run for counsel and help some others do the same. Replace the malignant and ineffective and right the wrong for everyone in the future who will face the indifference to justice of their elected officials.

Dont forget to ask the construction company putting up your fence to write up a summary of their experience while placing your new fence. Have you checked your camera to see if you caught her vandalizing your fence construction sight?

There is nothing worse than a crazy neighbor! I will never understand people moving out to the country and then complaining about farm animals????? 
Trying to think of something to help help you out has been hard. Maybe you should think about putting a camera up pointing her way from the coop. Even if you cant afford a camera, you could rig up something to make it look real, along with letting her know? example, Hey, we have had an animal running around at night trying to get in the coop so we put up a camera to see what it is. If you see anything, could you let us know? (yeah, I know she isnt going to tell you anything, but she will then know/think you have a camera) I will keep thinking and will let you know if I come up with anything! Hopefully someone else on here has some more advice!!!

Spock is gorgeous!! I agree, install a camera - it doesn't have to be real - so your crazy neighbour would think twice about attempting to harm Spock. However, I don't think she deserves any kind of explanation regarding you installing ANYTHING in your garden! I'd make a big show of installing it too! Make sure she saw. That'd put paid to her underhand tactics.

However, I don't think she deserves any kind of explanation regarding you installing ANYTHING in your garden! I'd make a big show of installing it too! Make sure she saw. The camera might be a real good idea for proof of her doing these bizarre things, but I doubt that it will curtail her activities.....she honestly doesn't see that she's doing anything wrong. .This woman obviously has some serious mental issues and, speaking as the mother of an adult child with similar issues, folks like this woman and my daughter have no concept of consequences. If you and I see a policeman in his car on the corner and we run the red light anyway, we KNOW we're going to get a ticket because we KNOW we did something wrong. It's a consequence of our actions. But my daughter will run that light over and over again with that cop sitting there every time, and be genuinely surprised by the tickets because she doesn't think running that light is a big deal - it must be the cop who has the problem, not her and she'll run that light until he finds someplace else to sit. In her mind, she wins.
