Neighbor problems

Just a couple suggestions that may be feasible. You said he talks to you when you go out front to get into your car. - Can you park your car somewhere else so he doesn't see you leaving, and minimize his chances of seeing/talking to you? Or wear headphones like the joggers, if he yells something to you just shrug your shoulders because you can't hear him. I love the idea of the cameras because bad guys never think anyone can see what they do. Can I borrow your brother sometime. I'm five feet tall my ex boyfriend was 6'7" -260 lbs. but the biggest coward put on this earth, no help there.

If thats the case, and you had your roo BEFORE, then you should be grandfathered in and it doesnt effect you as long as you have chickens. You might check that.

I have a neighbor (4 houses down), who has harassed us the past 8 yrs, call animal control on me recently for having chickens.....and hes the EX animal control jackass. Funny, I already knew I was in compliance because I called city hall and asked before I got chickens.
The current animal control guy, friends with my hubby, came by to tell us and deliver us a copy of the ordinance and to tell me Im in compliance.
The neighbor saw me the other day and told me he wanted me to know it wasnt him that called. I basically said "Whatever, it doesnt matter because I am in compliance". He then proceeded to tell me it is really illegal because of an amendment. WTFEver....city hall didnt say, "Well its legal, but there is an ammendment", so he can bite me.

I had a nosy neighbor down the street that was passing through everyones yard trying to find the noisy rooster crowing on our street. She came walking over to our fence and started rambling on and on how she can't take the noise and she can't sleep and blah blah so here comes my Silkie Rooter casually walking towards us and he looks at her and out came the loudest..ugliest....crow ever! Her eyes were bulging out

and I said that's my boy! Hee Hee! She stomped away mumbling something and I was laughing. I guess my boy told her off! But seriously, I would check the with your county laws and live by it. We can have whatever we want as long as the coops are 20 feet from any dwelling!
 
I have lived with a situation like your that escalated into violence. It is never worth the horror.

This is what I would do:

1. Talk to the county government and have them advise you in writing that having chickens is OK, as in an email correspondence. After that,
2. Get all your neighbors to sign a letter saying they don't mind you having chickens.
3. Write a loving and kind letter to you neighbor, offering again to lose the rooster, tell him how much his peace of mind means to all the neighbors, gush it up even if you don't mean it. YOU be the peacemaker. Also very sweetly let him know that you really don't want him to force you to call the police/sheriff on him but that if he doesn't stop bothering you, there will be no choice. Then,
4. Make sure you cc the police department and the county/county officials!!! and make sure the cc shows up in your letter so he can see it.

He will leave you alone if he knows the police are aware of his behavour. If not, then there is a record in case things change for the worse.

I won my battle and the jerk is gone. The restraining order ends in January, but I have all my chickens and the city will not allow him to say poop about them ever again.

Mediazeal; I was just wondering if he harrasses others in the neighborhood or just you. Since you mention that he is at home during the day, he may have nothing pressing to do and focuses his 'energy' on you because you just happen to live next door. Hopefully it won't escalate to more than just words but it would be a good idea to have documentation. A nicely worded letter should do it with a copy to a county authority. Walking out of the house with headphones on is a great idea. Like I suggested in an earlier post, take his power away.

One more thought; if the opportunity comes along for the chicken rules to get rewritten, jump on the chance to be part of it. Hope all goes well for you...
