It's tough situation, with friends involved something like this can break down a friendship quickly when there's a disagreement on responsibility.
You might not be able to convince them to change their outlook and behaviors, but you can control your own behavior.....and in the long run it is your responsibility to protect your chickens whether it's the way you want to do it or not.

You already have a secure run...maybe think about some portable electric poultry netting to protect your chooks while they 'free range'.
It's not cheap, no fencing is, but it is something that you can take with you if you move to another location and is very effective at deterring predators.

Agreed - as nice as free ranging can be, there are risks. If the neighbors' dogs don't get your chickens, there is always the threat of hawks, coyotes, fox, mink, coons..... I'd put up a fence to keep them out of the garbage, away from the chickens and away from whatever else they are getting into. The neighbor really has no respect for you if he won't keep his dogs off your part of the property and refuses to take responsibility for whatever mischief they're getting into.

I agree on fences! i saw a quote on someones thing like went like-

" The difference between predators and pests is which side of the fence there on. keep YOUR pets on YOUR property."

But even with that there dogs still shouldnt be on your side...."

Since you are all sharing this property then it's time to have a meeting with the landlord and all tenants and discuss everyone's responsibilities regarding their animals. It can never work if dogs are running loose everywhere and the dog owners simply expect everyone else to just accept it. Aside from your chickens they are evidently causing other problems as well. So in light of the response you got from the dogs owners then it's time to get the landlord involved and come up with solutions. And no, the dogs owners may not like it, but do you like the current situation? You can't let the worry of someone else getting their feathers ruffled prevent you from standing up for yourself. Your chickens should also be fenced. The electric poultry netting is an excellent choice in a situation where you do not want the expense to install permanent fencing on property you don't own.

My neighbors dog killed all but one free range ducks denied it, so i spent hours building a pen. Their dog began killing their own chickens and still wouldnt tie it up. Finally their dog killed one of their goats now its on death row. All they had to do was tie the dang dog up. It killed several of my chickens also, and they refuse to take any blame even after watching it kill their own rooster. Maybe my animals will be safe now that ils gone.

The dog has come back to my property several times to check out my coop, and I caught him running back and forth against it... seemed like he was checking it for weaknesses. Finally I got it all on film and showed it to my friend/neighbor and she realized that pretty soon he was going to figure out a way into my coop and he was gonna kill something. He's not playing when he's doing this. It took a lot of convincing, but she finally had to admit that her dog was after my chickens. She's keeping a much better eye on him now

Can you post video on youtube. It might provide other insight into how they can toughen up their coops / pens against future attacks with dogs they have not dealt with before?
