Neighbors dogs

I deal will dogs as well. Look into how you can setup a hotwire perimeter. Dog will not know to dig to get around a hotwire. Such might help you against the Mongoose if present in your area.

Do I still need a chain link if I opt for the electrical fence?

Regardless of outcomes with dog, start looking into how you can exclude all dogs. Even in Hawaii. You have invested in too many birds not to also invest in some sort of perimeter,

The dogs dug through my neighbors farm who also has chickens and a fence buried to prevent digging they managed to break the buried fences wire ties then dug under fence. Killed his chickens then dug again under the chain link that divides our yards and destroyed everything in my farm

No. Just keep the wires hot and properly spaced. You might also consider electrified poultry netting.
This conversation is a little long but it says much about keeping chickens safe from dog attack.
On second though I'll let pictures do my typing.

Although this dog definitely disappeared, he definitely didn't go up in smoke.... he just thought that he was (going up in smoke that is so he didn't stick around)

No K9s were maimed or injured during the filming of this clip, only educated. at the school of high volts.
