not sure how close together your neighbors are but I live in suburbia and up north so in the summer time roosters start crowing as early as 3:30 AM. we had someone do a drive by rooster drop off, meaning they chucked their rooster out the window and took off. the rooster created quite a bit of turmoil. the rooster stuck around and crowed very, very early with tremendous bravado. I am a chicken enthusiast, obviously, and have a coop and that rooster woke us up from 5 houses away. it became blatently obvious that there was really no way to keep a rooster in our area without using a crow color or having it decrowed.
I have had several roosters come as chicks and had to get rid of them every time. If I were you I would carefully choose a prized rooster for the long run and invest in it, get it decrowed. if you can find a vet who can do it it's not a big deal, it's a small incision and it keeps them from being able to loudly. crow colors work OK, you can't put them on too tightly though.
