Nervous wreck! Advice please.

I am new to hatching ducks. Today is day 28 for mallards and Indian runners. 4 hatched, but when should I start to get concerned about the others? 2 externally pipped, are cheeping, but haven't done anything in 26 hours. Humidity at lockdown is 76%.
The rest of the eggs there is no movement or pips. Should I candle or make an emergency hole?
Finally, one of my runners was externally pipped, but at the narrow end, and was having trouble breathing. I helped it out early and the sac is attached. Put him in cup with moist towel over sac. 6 hours in, still breathing and moving every once in a while.
 
Days 1-25 temp was 99.5 and humidity was a steady 53%. We have a Nurture Right 360. Lockdown temp is 98.5 and humidity was tough to get up the first day. 65% then we got it up to a steady 75%.
 
Two more hatched, but the ones with the original pip holes still haven't zipped. I'm worried that the membrane is drying out after their original pip about 30 hours ago.

I think a dry paper towel is what is usually recommended
 
Ducks are slow hatching. I wouldn’t worry too much until it’s been closer to 40-48 hours.
did you verify the temp with an independent and accurate thermometer? I also have a NR360 and I have to set mine on 100.5 to maintain 99.5-100. So it’s possible that they are just being a little delayed.
 
@WVduckchick, The temp is correct. We checked. The indian runner has absorbed most of the sac now and is resting in his cup with a dry paper towel. I'm not sure if I should move him from the incubator tomorrow or leave him until I see him up and about.
