Nest box? What nest box?!?!?

I have 6 girls and 6 nest boxes (2rows of 3) since they started laying they have all used 2 boxes on the top row. Recently, since the molt I have one sometimes two girls who lay in the corner looking at the boxes. I tried taking the nest material out of the bottom nest and put wood chips in, no luck. How do I get them to like the nest again?!?!?!?

I don't know how easy it would be to reconfigure your nest boxes but with 6 hens I would make 2 nest boxes on the same level and use the space saved for more room in the coop.
