Nesting behaviour, or just looking for treasure?

Is this nesting behaviour I’m seeing from my 18 week EE, or is she just playing around in the straw?

She’s pretty small, and as you can see, her comb is still small and pink. Her vent is getting a bit more moist and open, and her pubic bones are still about a thumbs-width apart, but she has squatted a few times when I’ve put my hand on her back.

Not quite nesting behavior. When she is in the nest or in the straw in a corner of the coop and rapidly emitting a soft clicking vocal, she's "nesting".

I find that when I have POL pullets I'm constantly having to refresh nesting material because they do so much digging.
