Try using some golf balls in the nesting boxes to encourage your girls to use them. They will still knock all the shavings out, but the golf balls may stay put.

Some are just over zealous in their nest making. I have one box that always needs new hay in it. Maybe you should put dividers in...maybe a 2" lip in the front to hold the hay in better? They might think the hay is for scratching around in, not laying.
