The air cells look fine but overall development is less than would be expected for Day 21. I’d guess Day 17-19.

Yeah, they don’t look good to me for day 22. It looks like they quit. Around day 19-20 the air cells draw down around the chick as the chick gets ready to internally pip. None of the eggs in the pics had any drawdown. Also, I didn’t see healthy veins either but that may have just been the pic. Sorry, !

I would give more time. They did not look like quitters to me.
