If the "guts" are leaking and broken open, I'm sorry to say nothing you can do but cull it. If the intestines are intact, you may be able to push them back in and hope they stay in. If they slip out and won't stay in there really isn't any hope.
I wish you the best and hope for the best.
I have gone through this in the past. Sometimes you can help these little guys and sometimes it just wasn't meant to be. It's tough to go through, but is does happen now and again.

Just wanted to add that it may be the yolk sack you are seeing. If the chick did not fully absorb the yolk and it burst, it can make a big mess. If that's the case, let it dry out and give it some Polyvisol vitamin drops to suppliment what it did not get from the yolk. It may help. Sometimes in these cases though if the yolk was not fully absorbed, it can leave a large hole (belly button) where the intestines can fall out. Watch the chick closely to see if it starts to dry up and fall off or if more stuff starts to fall out.
Sorry to be so garphic, I am trying to help and wishing you the best.

more and more is hanging out as it starts to move around

before that happened its yolk sack burst and i saw the yolk spilling everywhere...
i dont want to put the other chicks in danger.. if i have to cull it to keep the rest alive.. then i will do it but whats the best way to do it? I really dont want to see it being hurt

its best you cull. It is most certainly suffering.

The best way to cull is with a very sharp pair of scissors or garden shears. One hard quick snip on the neck. It's fast easy and least amount of suffering for the chick. Believe me, I've been there and it's not fun. It is the best way to cull young chicks that I have found.
