New chick can't walk...not spraddle legged...need advice

I have a newly hatched chick in the brooder.....she is not spraddle legged it does not seem after researching it. Her legs are drawn up under her chest and belly. She cannot rise up on them. So, she cannot move around at all, just stays in one place. I have her separate with another little chick that I am not ready to put with the others.

Am I right to think I need to cull her now?
 
Check to make sure the chick's tendons didn't slip. Hold the elbow (hock) between your thumb and forefinger and GENTLY roll the joint...see if you can feel a thread-like tendon that can be moved into the joint groove on each leg.

So, to me it does not sound like a slipped tendon. This worries me greatly but the worse thing I can do is let this chick grow only to be pecked by the other chicks.

What to do???
