You might just end up with your perfect smaller flock size anyway... half of those chicks will probably be cockerels, and if you're not allowed to keep even one, then you need to have a plan. Cockerel traits might start showing up around 8 weeks, but usually have to wait until saddle and hackle feathers start coming in, around 12 weeks or so.
