If you put a thermometer under the brooder plate (close but not right against it), what temperature was it reading?
You can't really measure heat plates like that.
Need an infrared gauge to measure the surface of the plate/pad.
This is where judging their behaviors is important.

I just wanted to make sure it was hot enough. My heat plate registered at 90-100 degrees when I held a thermometer up to the bottom of the roof. If it was at 80, I would worry the radiant heat was too low. I know it doesn’t give an accurate read but it is important to know if the heat is high enough on the plate & not broken. 😊
 
So you are not using the heat plate?
Make sure they have a cool place in the brooder box.

They have the brooder plate they stay under and move to the other area where there is no brooder plate to eat and drink. It's a big coop and they are in a big cardboard box with a warm side and cool side. But for now they are either under the brooder plate or right outside the plate.

As long as they are eating and drinking enough.
I keep a heat lamp over the feed station for the first few days to make sure.
