New Chickens Won’t Leave Coop

So, I got two new chickens on the 3rd — a pullet & a cockerel — and they’ve been integrated into the rest of the flock ( 14 - 30 week olds, 4 - 18 week olds ) for almost a week now. They should be 23 weeks old and they are about the size of the 18 week old leghorn pullets who have no problem leaving the coop with the older chickens. However, they still haven’t left the coop at all. The water is outside but they still won’t go out to get it, I have to carry them out or herd them through the coop door. Is this normal? Will it resolve itself as they get used to everyone more?
 
there is food in the coop and i did have water, but i had to take it out because the 4 ducks i also have in with them were making a mess with it and i didn’t have a container big enough to fit around the waterer to keep most of the water from spilling out. so, the water got put outside. should i try to get a small pan, fill it with water and put it inside a bigger pan? like ones of those rubber pans/bowls?
