Where I live in the Pacific NW everything outside gets damp from the fog and rain. I wouldn't use pine shavings where they will get wet. They turn moldy and gross. The same goes for hay.
I have had success with sand in small quantities thrown on top of dirt to control mud (to keep their little feet clean). But dirt is great because it is easy to just let the rain wash away the poo (or hose it away).
Also I can use my tiller to turn it over if it gets too bad.
