How old are the ducks? Assuming they are babies they need heat and based on your name I'm thinking you might be in the midwest so it's still cold there?

Your water containers for them should be big enough for them to get their heads in but not climb in for a swim. Ducks have to keep their nares clear and that's how they do it. This is a prefered method for a water dish when they are really small. It's just a cool whip container with holes cut in the top.

The oldest one is about 3½ to 4 weeks and the other 2 are about a week behind. I have a small water container for them but they seem to be drinking/playing in it to the point I have to refill their water every 3-4 hours (which is very hard when I work 10-12 hour days). I need a better water system for them. Or do they not need as much water as I think they do? I am used to horses and dogs that need constant access to water.

I am in Washington at the base of the Olympics. It is still in the 30s at night and mid to upper 50s on a good day.

Today it is sunny and beautiful so I am going to try putting them outside for a bit in a large wire dog crate and see how they do.

 
I use that which is in the picture above when they are really little. Once they grow a bit I move on to other things that give them plenty of water but they can't get in it. This is what my step 2 is:
 
I’d put them out of wind if your going to let them be outside especially if they have a chance of getting wet. They do need a constant water supply the homemade waterer that @DuckyDonna showed is a good one always have water available with food.
