I have recently switched feed for my layers. I was feeding regular layer ratio. Witch was around 16-17% protein and have switched to a breeder ration witch is 20% is this to much for protein for them when I'm not keeping eggs to incubate?

No - that is not too high in protein - especially if you supplement your feed program with any "extras" (greens, scratch grains, free ranging time when they graze, etc). Many of us opt to feed a grower ration (which is around 18-20% depending on brand) to our flocks at all times and the increased protein content in comparison with most layer rations is one of the very reasons we make that choice.
 
I prefer the 18% grower over the layer. I just add a little oyster shell on the side.
