Actually newspaper is too slick for newborn chicks - it can cause splay feet or worsen a chick that already has them. If you plan to use bedding, like pine shavings, you need to cover with paper towels for a day or two, till the chicks realize where they food is. Otherwise they will try to eat the shavings.
