Welcome to this little chicken loving corner of the internet! As DobieLover said, he is not pure serama, if at all. In my eyes he looks like an Old English Game Bantam rooster. He is mature, those spurs are huge. You don't see any comb or wattle development because he's been dubbed, meaning his wattles and comb got cut off. Typical for show birds of the OEGB breed. You've got a lovely boy on your hands. I would not recommend placing him with other males however, since he is a gamefowl
