Hi I am Brian and my wife Jenny Ann are new chicken parents and need help with our roosters legs.is this a mite problem?

Hi and welcome to BYC. I'd suggest posting on the ER forum for the best advice -
https://www.backyardchickens.com/forums/threads/add/forumId/10 but there's no harm using the search box for scaly leg mites and seeing what comes up, pending direct advice.

Ouch, poor little man, that does look sore! I hope the folks on the ER Forum are able to help you and him out.
