Is your Cochin LF or bantam? I have 20 week old LF Cochins, and most aren't that developed. Here is a pic of a couple, not the best, but you can see they're combs are pretty non-existant.

Also, did she come from a breeder or hatchery? The girls in the top pic are from McMurray, and they have the curly tails. But. I'm sure they're girls. The second pic came from a breeder, no curly tail, more developed comb. So I think that makes a difference as well. Sorry, I'm probably not much help

This may also help, here's a pic of my 18 week old cockeral (I got him when he was 12 weeks old, and his comb and wattles looked the same then as they do now). He's definately ALL boy

Obviously he's a frizzle, so this wont help you in the feather sexing department....
 
Its LF not Bantam.

Also it came from McMurray. It was my free exotic chick. It really just started developing in recent weeks. It was just like the other girls then all of a sudden it started looking cockeral like!

I guess my best hope is to wait and see if it lays and egg! or sits on a clutch of eggs.

McMurray tends to throw in males as the exotic chick since they're so much less in demand than females. That being known, it's most likely a cockerel.
