Where I live we have no raccoons. And it happens here too. Poultry with its head bitten off is usually a good indication that a fox has been visiting here, but it can also sometimes be a dog, or a polecat.

Do you have weasels, mink, martens or the like? They've been known to chew off heads, as well.

Yes we do have weasels, mink and several type of martens.
The types and names may be different and sometimes names get confused in translation too. I didn’t know they all chew off heads. I know some cut off the wings.
