Why just two?

I have only 2 chicks because of city ordinances. My town allows 4 chickens but coop & run can be no more than 32 square feet total. We live on outskirts of town but have woods & fields & a river nearby so we have lots of wildlife. Due to that (& my own 3 dogs), I cannot safely allow my chicks to free range. I put them in a separate 20 square feet "playpen" I can drag around the yard so they can forage (only when I'm home to monitor). So, my very long answer is I'm very limited on space, although I do wonder if my birds think they have a lame flock with only 2 members
