Both are cockerels black is bearded and that's why he doesn't have wattles. Somebody loaded off a couple of Roos in the easiest possible way. Can you have Roos where you live?
We can, we have a few acres... and are surrounded by people with critters of all kinds. We just already have an older (the RIR) roo that we rescued -- I'm a bit nervous about how they'll all behave (with each other and the ladies) ....so far so good...

I guess that's what I get for craigslist shopping! I wanted some tophats so badly though so we risked it. Rats.
 
I've been cheated on Craigslist a few times myself. Bought 11 pullets and seven were told :-/ sometimes it ends up being a great deal, but others...
Good luck with your boys! My polish boys get along great and are really good to their ladies. Hope they do fine with big boy...
 
I have to say that they both look like roos to me. Here is my WC Blue at 17 weeks old.

Cockerel after he gains his stringy crest. Still very young in the photo. Ill have to see how old. I knew he would be beautiful from the day I saw his crest hit his shoulders. His only flaw... a missing hind toe nail :/
