Welcome. I am sorry you are dealing with a neighbor that should be living in the city limits. I agree with no collar. You may want to use some psychology with her. Tell her that you are going to start a rooster sanctuary and take in about 10-15 that do not have homes - and what does she think of this? She will lose it, and then you can tell her that you are asking the neighbors, but if it is going to bother her than you won't do it even though it is something you really want to do. Then the few you have won't phase her.
