Not true. You do not need to know a person's name to say hello to them. I talk to strangers all the time if I happen to be somewhere there are people.

I talk to multiple strangers every single day and twice as many on Wednesdays.

You don’t have to know their name if you’re never gonna see them again, but if it’s a stranger you see everyday I feel like it’s weird to say “hello” instead of “Hey blahblah”
