Just bought a hen that had been with a rooster. She laid two eggs which we let her keep along with some quail eggs that we think are fertilized. We are in South Texas with over 100 degrees temp. She is not setting. The next two eggs we took away from her. If she is not setting and is still laying, does this mean that the first eggs were not fertilized?

The fact that your hen is not sitting does not mean that the eggs are not fertile. It simply means that she doesn't want to go broody at this point.
