Welcome to BYC. I hope both chicks are females, and you can keep them, but I have to agree with Cyprus and say the red chick looks like it could be a cockerel. If you can't keep him, perhaps you could get a couple of sex link pullets in the future.

Welcome! Pork Pie provided the link for ordinance info.... good info on finding your ordinance and ways to make attempts to change if needed. Many communities now allow ‘city’ chickens, often with restrictions ( i.e. 4 chickens, permit needed, coop location, no roosters d/t noise etc.). Do a little research, hope you can become a permanent chicken mom
