If they are cramped then they will peck.
There is a pecking order that needs to be established though.
So they may just be figuring out who's boss.

The pecking order is always a rough one, starting from the word go. Make sure you have plenty of space for your birds. Always double what the minimum space requirements are and your birds will be so much happier and healthier. Put out several places to get food and water as the higher in the order birds will tend to run off the shier lower ranking birds. And yes, they can harass these lower birds by pulling out feathers and even mortally wounding them. So give them plenty of space, things to do, free range to burn calories, install mirrors in your coop and run, levels, swings, all kinds of things to keep them entertained and places to hop up and escape beaks. And yes, more food and water stations. They higher ranking birds can't guard them all.

And if you are still having issues, cage bullies for a few hours during the day, especially near roosting time so the lower ranking birds can fill their crops before bed time. A bird that goes to bed with little or no food in their crop loses weight and suffers with health issues.

You could try pinless peepers. Put that in the searchbox so you can read about them. It prevents the bird from seeing straight ahead, so their aim is off & I am sure that just wearing them aggravates the bullies enough so they forget about trying. Hope it helps
