Newborn chick - what's wrong?

Help! My newborn chick has this problem where he can move his hip bown, sometimes clench his 'fist' but cannot extend leg. The leg and foot are also swollen. The other leg is fine. Also I noticed there was some fluid in his neck and head when born, but that has drained. Although he still has a little trouble with lifting his head, but that seems like It MIGHT be getting better. Any thoughts?
