It's the umbilical cord. What happened is that the chick didn't fully finish taking everything in and didn't close up all the way. If there are other chicks in the incubator, find a way to separate that chick so it doesn't get attacked, and otherwise leave it alone. It ought to be okay(although it'll most likely have a scab for a while) so long as everything leaves it alone.

Yes just separate it from the others. That will dry up and fall off. Then you can put it back with the other chicks. A few days to a week or so.

Can try to separate, or just leave it in the bator and keep an eye on things.
It should dry up within a day or two.
