Nigerian Too Small?

Hi all. I purchased a Nigerian Dwarf doeling last spring (born March 30/19) and she's coming up on a year old in about 5 weeks. She's still only about 20 lbs. She gets all the food she wants (lots of summer pasture, all the hay she wants and a 1/8'ish cup of grain every day. I'm not planning on breeding her until she's about 20 months (November/20). I've never had a such a small goat before. Is she a mutant? Or is this normal for a Nigerian. Thanks for your thoughts.
 
Can you share pictures? Are you positive she's a pire Nigerian? I've had very small pygmy, and pygmy crosses. Most goats take until 2 years to fill out, and grow.
 
She wasn’t sold as purebred, but she wasn’t registered. Here’s a couple of pics. Hay feeder is from last week, and pasture one was from September.

She doesn't look dwarf like a pygmy is. She does looks just small. Most adult Nigerians will weigh around 50-75 pounds so she should put on some weight over the next year as she finishes growing. She a gorgeous little goats. :)
