Nits but no lice?

Howdy y'all!
One of my mottled D'Uccle pullets and possibly a few other of my chickens have nits from lice in their head and some neck feathers ONLY. The mottled D'Uccle is pullet her head feathers out with ease and they are covered in nits. she has little blood dots all over her head from her poor feathers being pullet out. Why is there no lice? Why wont the nits hatch? And why are the nits itching her? I thought only the lice are itchy. Thanks for any help. I'm confused because otherwise the flock is healthy hmm.
 
scrap the eggs off and treat with wood ash or diatomic earth food grade that way if the eggs hatch they will dehydrate and dye.
P.s- Watch when you using wood ash and diatomic not to get it near the chickens mouth also rub it in to the feathers
