Dilly - Unless you specifically order certain breeds and pay for those breeds you will be given whatever the hatchery has for extras that day as packing peanuts. They are almost always Roos.

So, if you order ten chicks and they sent you 20 (ten are packing peanuts) you don't get to chose the extra ten packing peanuts. If you want to chose then you need to order 20 chicks!
