Yep. My old hand quail raiser friend told me to wait at least a month before trying to hatch eggs from new young birds...a month from when they started laying, that is. And, of course, I didn't listen to him! I waited a couple weeks and tried it -- about 1/2 the eggs (14/30) were not fertile. The next hatch was 100%.
