I see all pullets, the one with the larger comb is probably sexually maturing sooner.

That might be true, I had always thought heritage breeds wouldn't mature as early as a sex linked, ig she/he might be the exception (of thousands)

It's easier to hell with full side views of each individual bird, but looking at all your pictures I think I see at least two cockerels.

At 16 weeks she is probably starting to sexually mature, it could take another month before you actually see an egg.

Both of my BR started laying as early or even before my sex links and ISA Browns.
