No movement day 21?!

I just started day 21 and absolutely nothing. No wiggles no pips no internal pips nothing. Am I doing something wrong?

My hen is setting on eggs. Today is day 20 and no pips or wiggles. Two of the eggs I found outside of the nestbox on the ground a couple of days ago and put them back under her. Her eggs have been stolen by an unknown predator. She has three left but two I found on the ground. Will they hatch? The nestbox is about 6 inches from the ground. Will the eggs still hatch even thought they fell and were rolled away?
