Have you thought of getting a Jack Russel or other ratter? They will get your rats, but they are not safe around poultry.

The problem is if a rat consumes it then the cat catches that rat it can kill the cat we've lost a cat due to a neighbor using rat poison I can't risk losing another cat to poison

Try Rat X it's safe around livestock, & other animals.
