No visible male behavior / I'm honestly confused

I'm honestly confused with our current cockerel because he hasn't displayed any male behavior. All the other past cockerels we had displayed a lot of behavior and constantly fought with our dominant hens over being top of the flock.
Tidbit has not shown any sort of normal behavior and I know most calm down during fall & winter but he never attempted to woo the girls during summer like our previous cockerels did.
He's very much a cockerel as I've asked twice on here to confirm but I'm at a loss here because I planned on using our incubator to hatch eggs after he started breeding them.
I also planned on getting more of his breed next year for breeding.

Any chance that he'll show behavior in spring?

Oooo - I bet he does! Spring = crazy hormone time. But I have heard of the occasional male who just doesn't "rooster" for whatever reason.

Do you have other roosters? Maybe he's just not dominant?

We had a rescue cockerel who had been dumped at my work but he ended up passing away a few months ago. Tidbit was scared of him at the time due to the size difference

Did the rescue rooster mate your hens? Maybe he is still feeling like rooster #2 since the other guy just passed? Maybe???
 
And can we see pics??? I just wanna see because roosters/cockerels are the best.
