Noisy/aggressive day-old chicks HELP!?

I got 7 chicks in one brooder under a non-light type heater, and the chicks have been chirping very loudly nonstop for the past two hours.
One chick in particular picks at other’s wing tips occasionally.
Is this normal behaviour for Japanese quail chicks?
Any advice on how to improve their situation?

You may need to lower your heating plate or ceramic bulb. The cheeping you describe sounds like they're cold. Are they all huddled under the heat source? Honestly I can't remember what temp they need--I go by their behavior. They should go in and out of the heat when playing or eating/drinking and when sleeping should be under or on a heating plate or lying about the edges of the heat bulb's influence.

If they were to be too hot, they would avoid the heated area and possibly become lethargic. They may stay along the perimeter of the brooder trying to get as far away as possible. Too hot isn't a thing with brooder plates.

Oh yes... Japanese quail can be a bit violent toward one another. You would learn a LOT by reading the quail hatch-a-long thread. Read from the beginning though it's long. I did. Think of it as watching a group of friends learn together, teaching one another all the things they're learning about quail-keeping.

Cindy gave great heating advice, from raising my own Japanese quail and studying them, they are very loud and can REALLY hate each other as they grow up. For me my chicks would only stop crying when I would hold and pet them, so I guess if you REALLY want to you could try that.

When I only had 1 chick it would only stop crying when I played with it during the day. Totally spoiled. Now it seem to enjoy being the boss of the smaller chicks.

A couple of chicks are stuck in their shells, I think they’re dried onto the membranes. They’re making the most pitiful sounds in the incubator it’s heart breaking

Do you think you will help them hatch out? I had one stuck in its shell I had to help it was horrible watching it struggle, so in the end I cracked and got it out of its shell.
