Non-Broody Geese

We have 17 adult African geese, 8 of which are female. This spring, they have laid many many eggs. However, only two have gone broody (it looks like our youngest may go broody soon). Eggs have spoiled in the nests. We noiw have 9 viable eggs in the incubator, but does anyone have an idea why they won't brood?

Could others be laying in their nests. or the ganders harassing them too much? I have 2 females and only one went broody, but i am not allowing hatching this year so it really doesn't matter to me who goes broody and who doesn't. I do know my geese like privacy so I did put up a half wall using some scrap boards I had she went behind it in their house built her nest and both females laid in it before I did that they were laying in the ducks houses.
