non-crowing roo?

Hi! Happy Thursday!
I've got a almost 21-week ond handsome boy, Snowfall (blue speckled Maran), that hasn't even crowed yet (I've actually not heard much out of him at all). I've had others that started crowing around 8 weeks, another in the teens. Snowfall is HUGE (you should see his sexy legs), has had a full comb/wattle since he was probably 14 weeks, and over the weekend starting sprouting his beautiful tail feathers. I've also not yet seen him trying to mate - my previous roo got interested in my ladies around 18 weeks. I work from home, so get to watch them out the back window most of the day. He's so not behaving like the others. Is this normal? He's my 4th chick what was supposed to be a hen... but Snowfall is throwing me for a loop. Is this normal for him not to crow or be interested in the hens for mating?

Fear not, i've given the 2 others away to places where they get to live (we've got a place here in Austin Tx that rehomes them). 1 was attacked & died before he reached 18 weeks (my first beautiful boy Pen).
