Yep. There are Silkie-feathered Easter Eggers, Seramas, Ameraucanas, Hedemoras, and quite a few assorted mutts out there.

All it takes is crossing a Silkie-feathered bird x normal, then back to the Silkie-feathered one or the offspring of the first cross bred to each other.
