non-gendered chicken?

I have a chicken that seems to be neither male nor female - or maybe both? It's name is Bertha/Bert, and it has rooster vibes to look at it, but it isn't growing spurs, crowing, or trying to chase down the hens. Today Bertha/Bert tried to dancey-dance for one of my girls that got loose, so I buckled down and put it in the bachelor's pen with my other roos, and they started dancing for the newcomer and trying to grab it - like they do to the hens. Bertha/Bert is roughly a year old, one of the ones I hatched. I know it's possible to have a non-binary chicken, but has anyone else ever had anything like this?

As far as I know rooster mature about 1 year of age.
Not crowing could be that other roosters in the flock crows so loud, so dominant that this one does not crow at all....it might be the case.

Could you describe the dance?
The mating dance is quite special, one wing up, and one wing down while circling the hen, with 1 foot up and 1 foot down. It goes for about 3 circles ..that what our rooster does.

There is another what seem to be like a dance is pressing the body forward and side way while one foot up and down like a quick steps thing, this one is I don't think a mating dance, our rooster does that to the hens and us as well. This one is the initial hello before the actual special dance come up.

I have hen jumps another hen after our rooster gone. Now we have another rooster and that jumping stopped.
