Pine tar can help deter feather picking by it’s bad taste, and it has healing qualities, but does not make feathers grow back. It looks like her feathers are coming in from molting. Some hens have very dramatic feather loss, some just regrow feathers without losing so many. Hens molt when they are 16-18 months old and yearly thereafter. If they get feather loss from over mating or feather picking, and it is not molting time, they have to regrown feathers after a molt.
