Noob chicken owner trying to gender mixed breeds

More photos of the suspect, I’m so sorry for all the confusion. I can’t tell and I don’t want to give a rooster away until I’m absolutely certain.

I visibly saw Stormy crow this morning many a time, the tail has been getting more prominent, and he has been exhibiting some rooster traits for a bit. I watched as Stormy hopped onto a chair, reared back his head, stuck his butt out let out a mighty crow. I’ve already been anxious over the situation, what with living in a residential area and having to figure out if I need to rehome a beloved pet. It has been quite a difficult experience not knowing who it was, but now that I’ve seen it, I’m fairly certain. Stormy is a rooster. I know from the photos he might look more like a hen, and I agree on many aspects that it wasn’t as obvious as his brother, but the signs are there. Thank you for everyone’s support. On the off chance that Stormy is a hen, which I don’t think is possible at this point, we’ll be be able to get back in touch with the person who’s going to take him, and figure something out. Either way, Stormy will be going to a happy home, whether it’s here or there, rooster or hen.
