Judging by the picture she is in apparent good health. Just as some birds mature earlier than others the converse also takes place. All appears to be normal with her.

She isn't skinnier than the others, but I haven't checked her crop ar night. I will do that just to confirm she is eating enough. That makes sense about the different parentage.She may be from different parentage, thus be developing a bit slower.
Does she always get pushed away from the feed?
Might want to check her crop on the roost after dark for a few nights, see if it's full.
She may be low hen in the pecking order...and that can change.
