Not chirping or rockin'

Did you hand turn or were they in a turner? If in a turner, was it functioning properly? If hand turning, did you put a different mark on each side, so you knew just how much to turn each, and did you alternate the side they were on during the night?
They were in an automatic turner and we ran it 3 days before we even put the eggs in and it was functioning properly

No idea then. Maybe the eggs weren't stored right, or were too old? I don't know. Sounds like you did absolutely everything right. Bad hatches happen to everyone, eventually, me included. My last two hatches were only about 50%.

We can't control all the variables in the coop, only the ones in the incubator. Maybe the rooster had a bad week? Maybe the hens had a bad week?

Work through your processes and if they are all in check, understand that nature isn't always in step with us. Sometimes more than others.

Ask our 2 PhD, 3 BS veterinarian: she can't hatch a chicken egg to save her life, we hatch anything with a shell. Go figure.

I don't own and roosters. I bough the eggs from someone else and he said he had Collected them that morning!!! All of them were fertilized ECXEPT for 3. They were all quitters. Maybe the incubator was broken somehow? The turner was for sure working. I had a great hatch with the exact same incubator 2 years ago. I may never know :(
