I don't live nearby, but 2 years old is already quite old for RIRs, they would have lower egg production in general. Being in a warm climate could also stress them out, I know that egg production may drop that way too. Some people like to add ice into their water to cool them off and provide cool places fo dust bathe (which should be available anyways). Some chickens may also start molting early. If they are molting, their bodies would take a rest from laying as well. Feeding higher protein during molting season is what I usually do as it helps the hens to grow back their feathers nicely.
RIR's should produce eggs for up to 7 years they have never laid more than a dozen or so per week between the 5 of them.
I can't be sure but I think I have one that has never starting laying.
Is that possible to have a hen that never lays eggs?

It's not common but occasionally you will have a hen that never lays. It's certainly not healthy as something is internally amiss.

Do you free range your flock? To be honest, out of all the chickens I have, I track and know that all of them lay eggs, so I am not sure if its possibke for a hen to not lay any at all. RIRs are a high production breed coming in at about one egg a day. Do you have pictures of your girls?

It may be possible that they are taking a rest in their laying cycle, but a dozen a week doesnt sound very promising. Especially since they are still sort of in their prime of laying.
